Telecommunications Partnership
1. That the Council, subject to suitable contractual terms, enter into a
five year partnership agreement with Pipex Ltd for
the purpose of developing Broadband and other telecommunications
products/services with the ability to trade.
2. That a local authority controlled or influenced company be established as
a vehicle for this joint venture.
3. That the Head of IT and E-Government, subject to the agreement with the
Head of Legal Services and the Head of Finance/Section 151 Officer, and in
consultation with the Cabinet Member holding the portfolio for IT matters,
be granted authority to determine or agree the form and content of
contract(s), company formation and supporting commercial arrangement(s).
4. That a further report be submitted to a future meeting on the possibility
of establishing a parallel partnership with
British Telecommunications plc.
